The distinction that solves most of it
If the bulky items are yours, do not put them out and hope. Book a collection: in the great majority of Portuguese councils this is a free doorstep service from the câmara municipal or the junta de freguesia, by prior appointment.
If they are not yours and have appeared in the street, there is nothing to book: it is something to report. The council does not know it is there until somebody says so.
Almost every abandoned mattress that sits out for weeks is one of those two failures: someone put it out without booking, or it has been there for days and nobody reported it.
What counts as "monos"
"Monos", or "monstros" depending on the region, are bulky household objects that are past use and do not fit in a bin.
- Furniture: sofas, mattresses, beds, tables, chairs, wardrobes
- Appliances: fridges, washing machines, cookers, water heaters
- Other bulky items: rugs, pallets, bicycles
- In some councils, green waste (branches and prunings): though not always through the same channel
What usually does NOT count
This is where bookings get refused, and it is worth knowing before you carry the sofa downstairs.
- Construction rubble: brick, tile, cement, sanitaryware. That is RCD and follows its own route; leaving it in the street is classified in law as a very serious environmental offence
- Hazardous waste: paint, solvents, oils, asbestos/fibre-cement board
- Large commercial quantities: a free household service does not cover clearing out a shop or an office
How to book
The channel varies by council, which is what makes searching for this frustrating. The pattern is almost always the same: a council phone line or form, booked a few days ahead, with instructions to put the items out only the evening before or that morning.
In Lisbon the collection is free and by appointment on 800 910 211 (8am to 8pm, Monday to Saturday, as listed by the Junta de Freguesia do Lumiar), and can also be requested through the municipal Na Minha Rua Lx app.
Outside Lisbon, search for "recolha de monos" plus your council name, or call the câmara or junta directly. We deliberately do not publish a national contact list here: these numbers change, and an out-of-date directory sends people to the wrong place while looking authoritative.
Before you carry anything down
- Book first. An unbooked item can sit for weeks and, in many councils, counts as improper dumping
- Leave it where the council tells you, the evening before or the morning of collection
- Do not block the pavement: a sofa in the middle of it forces wheelchair and pushchair users into the road
- Fridges and air conditioners contain refrigerant gases: never dismantle them
If it is not yours
Report it. To your câmara or junta through the usual channel and, if you want it recorded and visible, on CleanSpot, where it gets a photo, a date and coordinates on a public map.
That is worth doing for a concrete reason: dumping spots repeat. It is nearly always the same corner, the same patch of land, the same end of the street. A location with a documented history of recurrence is a far stronger argument to a council, for siting a container, changing collection frequency, or signage, than one fresh complaint each time it happens.

Is bulky collection really free?
In most Portuguese councils yes, for household use and by appointment. Confirm with your own council: conditions and any quantity limits vary.
Can I just leave the sofa next to the bin?
Not a good idea. Without a booking it can stay there a long time, and in many councils improperly dumping bulky items in the street is finable under municipal regulations.
What if it is building rubble?
That is not "monos". Construction and demolition waste has its own route, usually an ecocentro or a licensed operator. Abandoning it somewhere unauthorised is classified as a very serious environmental offence under the General Waste Management Regime.
How long does it take?
It depends on the council and the season, usually slower around moving periods and the end of summer. The booking sets the date; putting the item out early does not speed anything up.
