What we found
Of the councils we checked, 24 have their own app or platform, 4 send residents to the national A Minha Rua form, and 11 have no digital reporting channel of their own: phone, email and the front desk.
Even where an app exists, each serves one municipality. Someone who lives in Sintra, works in Lisbon and spends the weekend in Cascais would need three different apps, each with its own account. Several are general council-services apps, with reporting tucked between the events listings and the on-duty pharmacies.

One map for the whole country
CleanSpot fixes this at the root. It is the same app in every municipality: municipality and parish are resolved automatically from the coordinates, against real administrative boundaries.
And it is not a form. Every report is a pin on a public map, with date and photo. Neighbours see it, confirm it and can volunteer to clear it, alone or as a group event. Where the council has its own channel, use both; where it does not, CleanSpot is the only place the problem is visible to everyone.

Does my council have a reporting app?
Check the list above, and your municipality’s page for contacts and how its channel works. If yours is not listed, CleanSpot works there regardless.
What is A Minha Rua?
The national government form for reporting problems in public space, which only works in participating municipalities and parishes. We have a page comparing it with CleanSpot.
Why not just use the council’s app?
Because it stops at the municipal boundary and nobody else sees what you reported. CleanSpot works across the country and puts the problem on a public map, where neighbours can act.
